Question:

Why don't Muslims apologize for the acts of terrorism?  Why do they give the impression that they are arrogant, have no regrets, think that it is everyone else's fault?

Answer:

Muslims are horrified that others calling themselves Muslims commit acts of terrorism against Muslims and non-Muslims.  We regret, we apologize to anyone harmed by the acts of terrorism of those calling themselves Muslim.  Our sympathies are with the families of all Muslims and non-Muslims harmed by the terrorism and its aftermath.  And we emphasize again that Muslims are against terrorism of all types against any peoples.

Our apologies are qualified only because anti-Islam groups have been trying to implicate Islam as the cause of terrorism, and trying implicate all Muslims as being complicit in the terrorism,  so Muslims have been careful to not accept either the terrorists' misinterpretation of Islam or the anti-Islam groups' misrepresentation of Islam and Muslims.

Demands for apologies are based on assumption of guilt by participation.  Other than the terrorists, Muslims are not guilty of participation in acts of terrorism.  In the minds of some non-Muslims, since some Muslims committed acts of terrorism, all Muslims  are guilty by association.  But regarding all Muslims as if they were all complicit in terrorism is unfair, and serves only to increase misunderstandings and make matters worse.

Terrorism emerged in Muslim countries because of some events and oppressive conditions in Muslim countries.  It is important to eliminate the root causes that led to the terrorism, in addition to fighting terrorists.  There is much blame that goes to the Muslims, but there is some that also goes to others who have been deeply involved in the events and oppressive conditions that can not be ignored if a solution is to be found.
